Mangaluru, Jan 25: Minister for Textiles, Ports and Inland Transport Baburao Chinchanasur said that all the tranches of ADB-funded project to prevent sea erosion would be completed in Ullal region of Dakshina Kannada by June 2016.

Addressing mediapersons at a press conference here on Saturday, he said that the first tranche of the project that includes construction of four inshore berms and two offshore reefs along with breakwaters, out of which the construction of the first inshore berm and breakwater was already underway. Two inshore berms, one offshore reef and breakwater are expected to be completed before the onset of monsoons this year, he assured.

According to the information provided by the minister, the construction work of four inshore berms at an estimated cost of Rs 25.21 crore had been handed over to RDS Projects Limited, Cochin and an expenditure of Rs 16.12 had been incurred so far. The construction work of two offshore reefs at an estimated cost of Rs 110 crore had been handed to Dharthi Dredging and Infrastructure Limited, Hyderbad and the cost incurred so far was Rs 28.52 crore. The reconstruction of breakwaters had been handed over to R B Chavan- Arjun Earth Movers, Mumbai through the tender process at an estimated cost of Rs 40.91 crore.

He said that the loan negotiations with ADB for the second tranche of the project would be done in October 2015.

In the second tranche, a total of 11 places had been identified along the coastline of Dakshina Kannada, Udupi and Uttar Kannada districts with the purpose of implementing a stable shore and preserving it, including Someshwara, Yermal Thenka, Udyavara, Kodi Bengre, Kodi Kanyana, Gangolli, Maruvanthe, Madikal, Shiroor, Murudeshwar and Pavinakurve, he said.

Mr Chinchansoor said that the state government intended to develop and modernise 12 minor ports along the coastline by offering the land to private companies on a lease basis under the Karnataka State Port Development Policy (KSPD) 2014, which would be a profitable venture for the state government.

On setting up of a Maritime Board for Mangaluru, he said that the proposal was still pending for approval before the President.

Lucknow, Feb 4: Even as anti-NRC protests continue to rage across the country, the Lucknow University has queered the pitch by demanding citizenship proof from RTI applicants.

The Lucknow University (LU) refused to provide the information sought by the people who filed the Right to Information (RTI) unless they furnished the proof that they were Indian citizens.

Alok Chantia, one of the RTI applicants who was refused information by the varsity, said that he had lodged a complaint with the vice-chancellor of the varsity but even then he could not get the desired information.

"It is shocking how the university has twisted the RTI law as per its whims and fancy. It does not have any authority to do so," said the RTI applicant.

Chantia, also a faculty member at a degree college here, had sought details of appointment of teachers for self-financed courses and their pay scale.

"It is possible that some applicants who may not be familiar with the provisions of the RTI, may have furnished proof of their citizenship to the varsity to get the information but that cannot become a rule," he pointed out.

When contacted, university officials admitted that such a practice had been going on in the varsity for the past few years.

"This practice started during the tenure of the former vice-chancellor S.P. Singh and still continues," said a senior varsity official.

New Delhi, Jan 14: The Kerala government has challenged the new Citizenship (Amendment) Act (CAA) before the Supreme Court, becoming the first state to do so amid nationwide protests against the religion-based citizenship law. The Supreme Court is already hearing over 60 petitions against the law.

Kerala's Left-led government in its petition calls the CAA a violation of several articles of the constitution including the right to equality and says the law goes against the basic principle of secularism in the constitution.

The Kerala government has also challenged the validity of changes made in 2015 to the Passport law and the Foreigners (Amendment) Order, regularising the stay of non-Muslim migrants from Pakistan, Bangladesh and Afghanistan who had entered India before 2015.

The Citizenship Amendment Act (CAA), eases the path for non-Muslims in the neighbouring Muslim-majority nations of Pakistan, Afghanistan and Bangladesh to become Indian citizens. Critics fear that the CAA, along with a proposed National Register of Citizens (NRC), will discriminate against Muslims.

The Kerala petition says the CAA violates Articles 14, 21 and 25 of the constitution.

While Article 14 is about the right to equality, Article 21 says "no person will be deprived of life or personal liberty except according to a procedure established by law". Under Article 25, "all persons are equally entitled to freedom of conscience."

Several non-BJP governments have refused to carry out the NRC in an attempt to stave off the enforcement of the citizenship law.

Over 60 writ petitions have been filed in Supreme Court so far against the Citizenship (Amendment) Act. Various political parties, NGOs and also MPs have challenged the law.

The Supreme Court will hear the petitions on January 22.

During the last hearing, petitioners didn't ask that the law be put on hold as the CAA was not in force. The Act has, however, come into force from January 10 through a home ministry notification.

Bengaluru, Mar 26: Karnataka government has warned strict penal action against landlords or house-owners under provisions of law for forcing doctors, paramedical staff and healthcare professionals to vacate their rented residences citing COVID-19 spread through them as the reason.

Stating that lot of complaints have been received in this regard, an order issued by Additional Chief Secretary Health and Family Welfare department Jawaid Akhtar said such behaviour amounted to obstructing public servant in discharging their duties./

Noting that the state government has issued Karnataka Epidemic Diseases (COVID-19) regulations 2020 for prevention and containment of the virus, it directed Deputy Commissioners of the district, Commissioner and Joint Commissioner of BBMP (civic body in Bengaluru), Commissioners of Municipal Corporations and District Deputy Commissioner of Police to take action against such incidents.

"Strict penal action should be taken against such landlords or house-owners under relevant provisions of law and submit an action taken report on a daily basis to the office of Additional Chief Secretary, Home Department," the order read.
