CM Kumaraswamy seeks Rahul's intervention as Congress, JDS differ on presenting new budget

Bengaluru, Jun 17: In yet another sign of birth pangs in their coalition, Congress and JD(S) in Karnataka on Saturday differed on the tabling of a new full fledged budget for 2018-19.

While the Congress said there was no need for a fresh budget and insisted that a supplementary budget would do, JD(S) asserted that a fresh one was needed to demonstrate the direction of the new government.

Strongly pushing for a new budget, Chief Minister HD Kumaraswamy said he would meet Congress president Rahul Gandhi to sort out the issue soon.

Former chief minister and Chairman of the Congress-JD(S) coordination committee Siddaramaiah expressed his strong reservations over presenting a new full fledged budget, saying there was no need for such an exercise.

Siddaramaiah, who is also the Congress Legislature Party leader, said he had already tabled the budget as CM a few months ago.

"Budget has already been tabled. It is a full-fledged budget only. That's why we had taken vote on accounts for fourmonths. It will be there till July end. All the ongoing programmes and new programmes announced in the budget will continue," said Siddaramaiah.

He advised Kumaraswamy that if he wants to carry out certain projects and launch some schemes, he can bring out a supplementary budget.

Reacting to Siddaramaiah's 'suggestion', Kumaraswamy told reporters in Delhi that the new government has to demonstrate its objectives to the people.

"Whenever a new government comes to power, it needs to demonstrate what its goals are. We cannot limit ourselves to presenting supplementary budget because there are many challenges before the government."

He also said the Congress as well as the JD(S) made several promises incorporating new programmes.

"A supplementary budget would not suffice to incorporate them all," he said.

Kumaraswamy reminded Siddaramaiah about his statement in the past that if a new government takes over after the election, a new budget may be presented.

"Today Janata Dal(S) and Congress have formed a coalition government. Usually when a new government comes to power, its duty is to present the best budget and send our message to people through it," the chief minister said.

In this connection, he said, he would meet Rahul Gandhi in a day or two and sort out the matter.

Replying to a question, Kumaraswamy said, "I am not uncomfortable with my coalition government but I have become uncomfortable for my media friends."

He conceded that delay in the expansion of cabinet gave room for speculative media reports doubting the longevity of the government.

"Let us assume that there is a threat to the government as you are speculating but at least nobody can touch (this government) till the parliament elections. This is what I had said (yesterday)," he said.

"After the Congress decided to retain this governmentfor five years, it is their wish to run this coalitiongovernment not just for five years but for 10 to 15 years, just as Congress and Nationalist Congress Party (NCP) ran the coalition government in Maharashtra," he added.

Kumaraswamy appealed to the media to allow him to work and said the common minimum programme would be ready in 10 days.

Mandya, Jun 13: Degree colleges will begin classes after the lockdown is lifted and dates for examinations will be announced later, said deputy chief minister CR Ashwath Narayan on Friday.

Speaking at College of Agriculture, Mandya (VC Farm) on Friday, Ashwath Narayan said the lockdown will be completely phased out on June 30 and degree colleges will begin classes after that. “We will speak with all stakeholders to chalk out measures as to how to reopen degree colleges amidst coronavirus scare. All students must continue their studies and be prepared for exams,” he said.

Narayan said the cabinet has approved to upgrade VC Farm as a university and an ordinance will soon be promulgated in this regard. “There is a need to change the present curriculum to meet present day requirements. VC Farm will be made into a world class agriculture university and a vice chancellor will be appointed,” he said.

“Apart from traditional education, we must concentrate on skill-based education as it should create more job opportunities. We are committed to establish more skill-based educational institutes in Mandya district,” Narayan said.

Later Narayan visited Shivaragudda near Maddur and inspected 48 acres of government land which could be used for establishing skill-based education institutions. “This land was earlier used for imparting skill-based education in a collaboration with Denmark. Sir M Visvesvaraya had established skill-based institutions here in 1923 and now they have become defunct. The then prime minister of Denmark had inaugurated this century old institution. We will revive it and this will help local youths,” he said.

‘Ticket promised only to R Shankar’

When asked, Narayan said R Shankar, who quit the Congress-JD(S) coalition and joined BJP will be given a party ticket to contest the legislative council election. “Except Shankar, the high command did not promise council tickets to those who quit congress and JD(S) and joined our party. It is true that there is hectic lobbying in BJP to get tickets,” he said.

Bengaluru, Feb 10: After many twists and turns, veteran Congress leader Mallikarjuna Kharge is emerging as the frontrunner for the KPCC president’s post, party sources revealed.

Though the names of DK Shivakumar and MB Patil did the rounds sometime ago, the party high command could not decide on an apt candidate, and had to widen its horizon looking for a leader who can take all factions along, and they seem to have zeroed in on Kharge.

But the senior Dalit leader is also in the reckoning for the more important All-India Congress Committee president’s post after he successfully stitched up an alliance, despite all odds, between the Congress and Shiv Sena in Maharashtra. He is understandably reluctant to take up the KPCC post. “The central leadership has given him some time to consider the KPCC offer,” the sources said.

The high command would rather go with Kharge as he is politically a far bigger force than Shivakumar and M B Patil and the party central leadership wants a safe pair of hands to handle the affairs of the state, the sources said. Also, senior leaders Siddaramaiah, Shivakumar and M B Patil cannot raise a voice against Kharge if he is elected to the post, they said.

Kharge was the Pradesh Congress chief in 2008 when the BJP was in power under B S Yediyurappa. An old warhorse, Kharge is seen as an able administrator and taskmaster. He had won a record 11 elections on the trot before he was defeated in the Kalaburgi Parliamentary Constituency by his former protege Dr Umesh Jadhav in the last election.

Sources said that the high command will not consider Shivakumar for the top slot till he comes out clean in all the legal cases against him.

It is exactly two months since Dinesh Gundurao resigned as KPCC president after the party managed to win just two out of the 15 Assembly constituencies that went for by-elections. Siddarmaiah too resigned on the same day owning moral responsibility for the loss, but the party has decided to continue with him as the assembly opposition leader, while looking for a replacement for Gundurao. 

The high command sent senior central leaders  Madhusudhan Mistry and Bhakta Charan Das on December 20 to sort out the issue of KPCC president. Though they met the state leaders and held high-level meetings in Delhi, they could not decide on a candidate. Meanwhile, the central leadership has asked Gundurao to continue in the post, till a replacement is found.

‘Congress will protest against scrapping reservation’

Bengaluru: “RSS-BJP is against reservation and have been trying to scrap it for sometime now,’’ said senior Congress leader Mallikarjun Kharge on Sunday. He stated that the Congress would take up the issue for a determined agitation both inside and outside the parliament. He said they must file a petition against this. His reaction comes after the SC recently took a decision where the top court had maintained that reservation in promotions was not a fundamental right.

Mandya, Apr 25: An FIR was registered against JD(S) MLC KT Srikante Gowda, his son, and three others for protesting against coronavirus testing of journalists in Karnataka's Mandya city on Saturday.

According to the police, JD(S) MLC KT Srikante Gowda, his son Krishik Gowda, Chandrakala Aythu, Jagadish, and Raju have been named as accused in the FIR filed at Mandya West police station.

The FIR has been registered under several sections of the Indian Penal Code (IPC) and Disaster Management Act including unlawful assembly, rioting, wrongful restraint, voluntarily causing hurt, negligent act likely to spread infection of a deadly disease, etc.

Gowda, along with a group of locals, had created a ruckus objecting to the coronavirus testing of journalists at Ambedkar Bhawan in Mandya here earlier today.

Police said that a journalists' association had filed a written complaint seeking the registration of an FIR in the matter.

As per an order by the state health department, medical professionals were conducting health tests of journalists at Ambedkar Bhawan in Mandya when Gowda along with some locals started protesting, officials said.

Further actions are being taken, police said.
