Fight between 2 top CBI officers exposed agency to ridicule, Centre tells SC

New Delhi, Dec 5: The Centre Wednesday told the Supreme Court that the fight between two top officers of the CBI -- Director Alok Verma and Special Director Rakesh Asthana -- in public exposed the premier probe agency to ridicule.

Attorney General K K Venugopal told a bench headed by Chief Justice Ranjan Gogoi that the fight between the two officers impacted the image of the CBI.

The Centre's main aim was to see that confidence of the public in this premier institution is restored, he said.

"Dispute between CBI Director and Special Director was pulling down integrity and respect of premier institution," he told the bench, also comprising Justices S K Kaul and K M Joseph.

"Two top officers, Alok Kumar Verma and Rakesh Asthana, were fighting against each other and went public which exposed CBI to ridicule," Venugopal told the bench.

He said the fight between them had created an unprecedented and extraordinary situation and the Government of India was watching with "amazement" as to what these two officers were doing.

"They were fighting like Kilkenny cats," Venugopal said, adding that it was absolutely essential for the Centre to step in and act in the tussle between two officers.

He also submitted that the Centre acted within its jurisdiction on complaints made in July and October this year.

"If the government had not done so, only God knows where and how this fight between the two top officers would have ended," Venugopal told the bench.

The Attorney General concluded his arguments and now Solicitor General Tushar Mehta, appearing for the Central Vigilance Commission (CVC), has started making the submissions.

The Centre had perused the report of the CVC, which on Asthana's complaint against Verma had made some recommendations. After that the two officers were sent on leave.

Later, the apex court had directed the CVC to probe the complaint against Verma. The report was submitted to the court in a sealed cover.

After a brief submission by Mehta, the apex court concluded the day's hearing and posted the matter for further arguments for Thursday.

The apex court on Nov 29 had said it would first consider whether the government has the power to divest the CBI director of his duties under whatever circumstances or whether the selection committee headed by the Prime Minister should have been approached before moving against Verma on corruption allegations against him.

The court had taken this stand after making it clear that for now it was not going into the allegations and counter-allegations involving Verma and CBI's No.2 officer Asthana, both of whom have been stripped of their powers and sent on leave following their bitter feud.

Verma's two-year tenure ends on January 31. He has challenged the Centre's decision.

Nagpur, Aug 8: "He was a great son and always the first one to help others in need. He sacrificed his life for the country," said Neela Sathe, the mother of late captain DV Sathe, who was flying the Air India flight that crash-landed at Kozhikode airport on Friday, claiming 18 lives.

Indian Army Retired Colonel Vasant Sathe and his wife Neela lost both their sons in line of duty. The couple is originally from Nagpur, Maharashtra.

Speaking to news agency, Neela broke into tears and said, "He was a great son and always the first one to help others in need. 

His teachers still appreciate him. During the Ahmedabad floods, he saved the children of the soldiers by lifting them in his arms. I wish God would have called us instead of him."

"Both our children sacrificed their lives for the country," she added.

Remembering DV Sathe's childhood, Neela talked about every that moment when he made his parents proud.

Neela told with great pride that Captain DV Sathe had received the Sword of Honor and had also won eight medals in the Air Force.

Neela last talked to DV Sathe over phone call a few days ago during which captain told her mother not to go out of the house amid COVID-19 crisis as if something happens to her, he won't be able to bear that.

Vasant, captain's father retired as a colonel after serving in the Army for 30 years, following the footsteps of their father, both his sons joined too the Army.

Their elder son Vikas, was in the Army, and at the age of 22, he was martyred in an accident in Ferozepur in 1981. Their younger son Deepak (DV Sathe), who served as a pilot in Air India after serving in the Indian Air Force, died in the plane crash on Friday.

An Air India Express plane carrying 190 passengers including 10 infants skidded while landing at Karipur Airport in Kozhikode on Friday evening.

Ambala, Jul 29: The five French Rafale fighter jets touched down at Haryana's Ambala after covering a distance of nearly 7,000 km to join the Indian Air Force.

The jets were given a customary water salute upon their arrival at the airbase, some 220-km from the India-Pakistan border.

The formal induction ceremony of the aircraft would be held later. The aircraft would move out soon to another operational base for operational sorties.

After taking off from France on Monday, the aircraft made their first stopover at a French base in the United Arab Emirates on their way to India and were refuelled by the French Air Force tanker aircraft somewhere around Greece or Israel over the sea before landing there.

The five were flown by pilots of the 17 Golden Arrows led by Commanding Officer Group Captain Harkirat Singh along with other pilots, Wing Commanders MK Singh, R Kataria, Sidhu and Arun.

The five Rafale fighter aircraft took off on Monday for India from an airbase in France. The weather in Ambala was cloudy with one or two spells of rain or thundershowers being forecasted.

India had signed a Rs 59,000-crore deal on September 23, 2016 for 36 Rafale jets from French aerospace major Dassault Aviation.

In view of Rafale fighter jets landing in the city on Wednesday, Section 144 is being imposed in four villages close to Ambala airbase. Munish Sehgal, DSP Traffic, Ambala, said the administration is on a high alert and the gathering of people on roofs and photography during landing has been strictly prohibited.

The five Rafale fighter jets had entered the Indian Airspace earlier in the day. "The Birds have entered the Indian airspace..Happy Landing in Ambala!" tweeted the Defence Minister's Office earlier on Wednesday.

The Defence Minister's Office further informed that the five Rafales were escorted by 02 SU30 MKIs as they enter the Indian airspace.

New Delhi, Feb 3: In the third such incident inside of a week, two unidentified persons opened fire outside Gate No. 5 of Jamia Millia Islamia on Sunday night, the Jamia Coordination Committee (JCC) said.

A statement issued by the committee, a group comprising students and alumni of the university formed to protest against the Citizenship Amendment Act, said the attackers were on a red Rcooty.

No one was injured in the attack. One of the miscreants was wearing a red jacket, the statement said.

"Firing has taken place at Gate No.5 of Jamia Millia Islamia right now by two unidentified persons. As per report, one of them was wearing a red jacket and driving a red Scooty having vehicle no. 1532 or 1534," the statement said.

Police said they were verifying the JCC's claims.

Asim Mohammed Khan, former Congress MLA from Okhla, said the incident occurred around 11.30 pm. "We heard the gunshot. That is when we stepped out to see and the two men left on a Scooty," a student said.

"We have taken down the vehicle number and called police," he added.

This is the third firing incident in the Jamia Nagar area in a week.

On Thursday, a minor fired at anti-CAA protesters marching towards Rajghat, injuring a student.

Two days later, a 25-year-old fired two rounds in air in Shaheen Bagh in Jamia Nagar. No one was hurt in the incident.

The incident on Sunday night triggered panic in the area. A police vehicle had reached the spot after the incident but was chased away by angry students.

Hundreds of students and locals gathered outside the university.

Many raised slogans against the Delhi Police. They also staged a dharna outside the Jamia Nagar police station.

Shezad Ahmed, a JMI student and resident of Zakir Nagar, said they were not even allowed to protest peacefully.

"We are not going to be deterred by such incidents. We will continue with our protest," he added.
