No funds for Mangalore runway extension

Mangalore, March 11: A plan to extend the Mangalore airport's tabletop runway, which witnessed the decade's worst plane crash in India, remains stuck 10 months after it was announced as both the airports regulator and the Karnataka government are reluctant to bear the expense.

In May, an Air India Boeing 737-800 flying in from Dubai overshot the airfield and crashed into an adjacent hill, killing 158 passengers and crew. The airport is on top of a hill with deep gorges on all sides of the runway, which gives the airfield its prefix.

Immediately after the crash, the aviation ministry said the runway would be extended by 1,000m, or about 3,280ft, to make it safe to land wide body aircraft used in long-haul international flights.

Mangalore is not a designated international airport but was cleared five years ago to handle flights to and from Dubai. The coastal city caters to a large population of passengers from within and neighbouring areas, including Kerala, who work in West Asia.

“We have sent the proposal (to the regulator and the state government). The plan is still at a concept stage,” said Mangalore airport director M.R. Vasudeva. “No physical designs are drawn.”

The tabletop runway at Mangalore airport measures about 9,400ft, long enough to accommodate aircraft such as Airbus A310 but inadequate to handle larger planes.

The International Civil Aviation Organization (ICAO), a global monitoring body for the industry, stipulates the airfield length required to handle widebody aircraft such as the Boeing 747 at 12,000ft.

“Even the Boeing 737s land with a lesser load on plane as it is not possible to carry full load for a safe landing,” said an airport official at Mangalore airport, who declined to be named.

An official with the Airports Authority of India (AAI) said it is already investing at least Rs.6,000 crore in 35 airports to upgrade facilities and is not ready to put money into expanding the Mangalore airfield.

“We are investing in airports of Chennai, Kolkata, the North-East and other regions,” the official said. “Hence, there is a shortage of funds.”

A Karnataka government official, also declining to be named, said the state does not plan to invest in the project. “There is no direct revenue benefit from the airport to the state.”

A probe into the fatal crash by the directorate general of civil aviation, India's regulator for the sector, blamed the tragedy on pilot error, exonerating the tabletop runway that was being blamed by some experts.

Mangalore deputy commissioner Subodh Yadav said discussions on expanding the runway were on but the airport has not sent a written proposal for extending the runway.

“Even if the work begins, the project needs huge investment. For instance, filling the valley requires Rs.300-400 crore,” he said.

India has two other tabletop airfields—at Kozhikode and Shimla. The runway at Kozhikode was extended from 6,138ft to 9,438ft in 2007. The airfield at Shimla measures 3,959ft.

Vasudeva said the Mangalore airport sent a proposal to both AAI and the state government in July to extend the airfield by 1,000m to the south.

AAI had rejected an earlier proposal sent on March 2010, before the crash, to extend the runway by 500m on both ends, saying the plan was not feasible as it would require extensive evacuation.

According to the second proposal, about 5,000 people living near the airport would have to be evacuated. It has estimated that acquiring the land and compensating the people alone would cost Rs.200 crore. A total estimate for the entire project as proposed was not available.

Passenger traffic at Mangalore airport has steadily grown over the years. It handled at least 800,000 passengers in 2010 compared with 263,000 in 2004, according to an AAI report on passenger movement, mainly due to operations between Dubai and Mangalore that began in 2006.

“AAI should have taken at least some measures to avoid a repeat of (the) crash incident even if the runway cannot be extended at the moment,” said Mohan Ranganathan, a Chennai-based aviation expert.

He suggested that AAI at least increase the runway-end safety area (RESA)—a buffer area to protect aircraft—from 90m to 240m and install an engineered materials arresting system.

The system is a mixture of light-weight concrete at the end of the runway so an aircraft can sink safely even if it overshoots the field, though the plane would need repairs later. “At least it wouldn't go down,” Ranganathan said.

Bengaluru, Jul 11: Karantaka Congress chief DK Shivakumar on Friday raised questions over claims that Rewa Ultra Mega Solar Power Project Madhya Pradesh was "largest in Asia" and said a 2000 MW had been built in the state.

"BJP central government is claiming today that it inaugurated Asia's largest solar plant of 750 MW at Rewa, MP. What then is the 2000 MW Solar Plant in Pavagada, Karnataka which was built in just 3 years by Karnataka Congress government and has been operational since 2018?" Shivakumar said in a tweet.

The Congress leader further said that the most unique thing about the solar project set up in Karnataka was that the farmers were being paid yearly rents for the land upon which it was constructed as it had been leased and not purchased from them, helping them retain ownership.

"The unique thing about the 2000 MW Pavagada Mega Solar Park was that not a single acre of land was acquired from the farmers. All 13,000 acres have been leased from the farmers who are being given yearly rent. Karnataka model of renewable energy was accepted as the best in India," he said.

"Union power minister must answer as to how the Central Government can claim that the Rewa Solar Park (750 MW) opened today is Asia's largest when clearly the Pavagada Park in Karnataka is much larger (2000 MW) and was opened two years back!" he said.

Prime Minister Narendra Modi dedicated Rewa Ultra Mega Solar Power Project to the nation on Friday.

Bengaluru, Feb 12: Mohammed Nalapad, the rogue son of Karnataka Congress leader NA Harris, who is out on bail in a 2018 case of him bashing up a man at a pub, has now rammed his luxury car into vehicles, injuring four people on Bengaluru road.

The incident took place on Sunday on the Ballari Road where Nalapad was rash driving his car. The car hit a biker and an autorickshaw, injuring four people. He immediately got off his car and fled riding a friend's car.

The biker has suffered a fracture in his leg and is undergoing treatment at a hospital.

According to police, soon after the accident a man appeared before police to claim responsibility for the accident.

Ravikante Gowde, Joint Commissioner of Police said, "A man named Balakrishna came to surrender as the one who was driving the car. Investigation has, however, showed that it was Nalapad who was driving when he met with the accident. The investigating officer has issued him a notice to appear before the police."

BJP spokesperson S Prakash has said, "A case under the Goonda Act should be filed against Nalapad and the court should take cognisance of this and cancel his bail. The father has no control over son. He is a serial offender who is harming the public on a repeated basis."

Nalapad was earlier arrested in 2018 in the Bengaluru pub incident in which he and his associate bashed up the son of a prominent businessman in the city. Nalapad Harris is out on bail after remaining in judicial custody for three months in the case of attempt to murder after the 2018 midnight brawl.

Kalaburagi, Apr 9: An FIR has been lodged against the management and staff of Bahamani Super Speciality Hospital here in Kalaburagi allegedly for not following procedures meant to deal with COVID-19 and hiding details of patients with coronavirus symptoms, said District Deputy Commissioner Sharath B on Wednesday.

The district family welfare department official and nodal officer of KPME Kalaburagi took cognisance of the reports that the private hospitals in the district are not informing the government about patients having COVID-19 symptoms and they are only reporting about such cases at the last moment.

"It has come to our light that some private hospitals in Kalaburagi city are hiding information about the patients who are having COVID-19 like symptoms and these cases are not being reported on time to us," said the District Deputy Commissioner.

"We verified the records of these hospitals and it is clear now that they are revealing the serious cases in the last moment when the treatment has not given any help to patients. Only then such cases are bringing to ESI hospital in Kalaburagi. We have taken steps to quarantine the entire staff member of Bahamani hospital. We have taken legal steps against them for non-compliance of the orders issued to them and for not reporting this matter to us at the earliest stage," he said.

A case has been registered under the Disaster Management Act, 2005 column 51, 58 and sections 269 and 188 of the Indian Penal Code.

He further said that two new cases were reported positive on April 8 and one person has succumbed to the infection because he was having a severe respiratory infection.
He appealed to everyone to strictly follow lockdown restrictions and not violate Section 144 at any cost.

Speaking about the attacks on Accredited Social Health Activist (ASHA) and Anganwadi workers, who were given a task to collect travel details of locals in view of coronavirus crisis, Sharath said: "Some of the health workers, ASHA and Anganwadi workers, who have been given a task to going from door to door to verify health status were troubled unnecessarily, saying that they have come to collect data for NRC and NPR."

"They are doing a survey on behalf of the district administration as they have to gather travelling information so that a person can be quarantined to contain COVID-19 spread. There has been an attack, a case has been registered in this regard," he said.
