Situation in lower Assam remains tense, army conducts flag marches

Guwahati, August 28: Army staged flag marches at various places in BTAD as the All Assam Minority Students Union (AAMSU)-sponsored day-long Assam bandh turned violent with the attack on government officials and mediapersons leading to imposition of curfew in some areas.

Assam IGP (BTAD) S N Singh told PTI “Flag marches by the Army are on at various places. The situation in the Bodoland Territorial Area Districts (BTAD) is tense but under control.”

The death toll in the violence, which began on July 19-20 has reached 88, he said.

As the 12-hour bandh called by the AAMSU turned violent police opened fire on the supporters who blocked NH 31 at Joghighopa in Bongaigaon district, neighbouring lower Assam’s Bodoland Territorial Autonomous Districts, injuring three of them.

CRPF and police opened fire also in Dhubri district in lower Assam to disperse bandh supporters, who burnt an effigy of Bodoland Territorial Council chief Hagrama Mohilary near Kali Mandir on NH 31 at Gauripur.

The bandh supporters attacked the vehicle of Sonitpur Deputy Commissioner Tapan Chandra Sarmah and three police vehicles escorting him near Idgah Maidan in Tezpur in central Assam.

A youth was critically injured by bandh supporters when he tried to stop them from forcibly closing down shops near Mahabhairab Temple in the heart of the town leading to the imposition of indefinite curfew there.

Indefinite curfew was also imposed in 26 villages of Ambagan in Nagaon district after a clash between bandh supporters and local people who opposed the shutdown.

Mediapersons were attacked in Barpeta in lower Assam and Sibsagar in upper Assam, while sporadic violence was reported along with Morigaon and Nagaon districts of central Assam.

Chief Minister Tarun Gogoi has meanwhile urged political parties and outfits to refrain from calling bandhs which were ‘inflaming passions’ in violence-hit areas.

“I am not happy about the way in which BJP and All India United Democratic Front and some other outfits are conducting themselves. I appeal to them not to make any more provocative statements,” he told reporters here.

Referring to Monday’s bandh in the state by Bajrang Dal and the one on Tuesday by AAMSU, Mr. Gogoi said “This is not a time to call bandhs. Instead of bringing calm, bandhs only flare the temper and also affect the economy. I urge all parties and outfits to refrain from calling bandhs.”

Admitting that the state continued to be rocked by incidents of violence, Gogoi said the army has been given power to seize arms and was confident that results would soon be visible.

The state government has directed several ministers and parliamentary secretaries to visit the violence-hit areas of lower Assam to restore confidence among victims and oversee the return to normalcy.

Among others, Revenue Minister Prithibi Majhi, Planning Minister Tanka Bahadur Rai and Social Welfare Minister Akan Bora, Agriculture Minister Nilomoni Sen Deka, Transport Minister Chandan Brahma and Environment and Forest Minister Rockybul Hussain have left for BTAD and adjacent districts.

New Delhi, Feb 3: The Allahabad High Court on Monday granted bail to former BJP leader Swami Chinmayanand in the alleged rape case of a law student. He was arrested in September last year after the 23-year-old woman accused him of sexual harassment and blackmail.

The woman was a student of the Chinmayanand-controlled SS Law College in Shahjahanpur in Uttar Pradesh.

Chinmayanand is facing charges under Sections 376C (sexual intercourse by a person or persons taking advantage of their official position), 354 D (stalking), 342 (wrongful confinement) and 506 (criminal intimidation) of the Indian Penal Code (IPC).

The case is being investigated by a Special Investigation Team (SIT) formed on the directions of the Supreme Court.

The case came to light after the woman posted a video on August 23 last year on social media alleging that “a senior leader of the saint community” was harassing and threatening to kill her. The law student went missing a day later, after which her father lodged a complaint, accusing Chinmayanand of harassing his daughter.

Chinmayanand was expelled from the BJP after his arrest.

The SIT had, on November 6, submitted chargesheet in the case.

In a parallel case, the woman was charged with trying to extort money from Chinmayanad. The Allahabad High Court granted her bail in that case in December last year.

New Delhi, Jan 5: A masked mob on Sunday entered the Sabarmati Hostel on the Jawaharlal Nehru University (JNU) campus and assaulted several students and professors with sticks and rods.

"I have been brutally attacked by goons wearing masks. I am bleeding. I was brutally beaten up," JNU Students' Union (JNUSU) president Aishe Ghosh told reporters.

She has been admitted to the AIIMS here for treatment.

Several other students were also injured in the incident.

In a video of the incident, a group of goons with their faces covered can be seen assaulting students with wooden sticks and rods.

A tweet from the official handle of the JNUSU said, "Sabarmati Hostel: right now. They are beating the students who are inside. Knocking on doors with rods. People are jumping from balconies. #SOSJNU #EmergencyinJNU."

"Professors who were trying to protect us have been beaten up. These are unknown ABVP goons, not all are students, they have covered their faces, and they are moving towards the hotels near the West Gate. Stay alert. Make human chains. Protect each other. #SOSJNU #EmergencyinJNU," another tweet added.

Meanwhile, the ABVP's JNU unit claimed in a tweet: "Emergency in JNU. Leftist goons of JNU accompained with their cadre from other universities have crossed every limit. They have proceeded with unimaginable violence on ABVP activists of JNU."

Mumbai, Jun 6: Republic TV Editor-in-Chief Arnab Goswami faces a new complaint, this time under the Cable Televisions Network (Regulation) Act, 1995, for allegedly running the television channel "to create communal hatred, religious polarisation and threatening national integrity".

Social activist Nilesh Navlakha last month lodged a criminal complaint with the Commissioner of Police, Pune, through his lawyer Asim Sarode, under Section 2 of the Act.

"We have narrated six prominent, recent debate shows conducted by Goswami in which his arguments and words used were communal in nature which he kept repeating in his shows. The words and tonality are intended to promote communal attitudes and news is based on religious innuendos and half-truths," Sarode contended.

This leads to propaganda based on hatred, religious polarization and communal divide, said Navlakha in a statement.

He further said that the misuse of freedom of expression by Goswami and his channel posed a serious threat before the independent media as it violates the freedom of expression of the viewers, as it is the viewers' right to get correct, complete and true information.

Elaborating about Goswami's behaviour, Navlakha said that he has created what is termed 'Impulse Control Disorder' in psychiatry.
Sarode said: "Intermittent Explosive Disorder is a kind of 'impulse control disorder' which involves sudden episodes of impulsive, aggressive, violent behaviour or angry verbal outbursts in which you react grossly out of proportion to the situation."

They said that there are some more media persons displaying such tendencies in Hindi and English journalism, showing whatever is convenient and blow it out of proportion to give meanings which are out-of-context and disrupts the fabric of democracy while not fitting into journalism's ethics.

The complaint also alleged that Goswami and his channel are actually into "brainwashing" the viewers in a way that they will get converted into haters of some communities and terror for some religions.

"This is not less than running an organised crime syndicate of making the human minds to follow a fanatic terrorist thought process. When WhatsApp group admins are being booked under the law, then why the CTNRA provisions are not being invoked against such tendencies," Sarode asked.

In the complaint, it is pointed out how eminent persons have walked out of Goswami's shows because of his name-calling tactics, like labelling cricketer Sachin Tendulkar "anti-national" in one of his shows.

Navlakha and Sarode claimed that Goswami has violated the Programme Code under the CTNRA, the channel has indicated it is against sovereignty, integrity and security as also against public order, decency and morality, making it a serious issue and a cognizable offence.

It urged the Pune police chief to take suitable action against the wrongs committed to disturb the peace, law and order in society and book Goswami under the CTNRA Section's 16, which attracts a jail term of two years plus fine.
