A day with the shelterless Patrao family…

Over two decades ago, there was an ideal village in Dakshina Kannada District called Kalavar, with agriculture as the main occupation of its inhabitants. The village was enriched with natural beauty and resources. People of Kalavar were very neat, clean and quite enlightened. They had a sense of discipline and co-operation. They had a spirit of service and sacrifice. They had been following the principles of plain living and high thinking. They were never idle. Constant labour was their chief motto.

But ever since an industrial giant called Mangalore Refinery and Petrochemicals Ltd. began to stretch its arms randomly over the farmlands and homes of the neighbouring hamlets, the ideal features of Kalavar and its people began to disappear one by one and gradually the ideal village turned into a mere industrial backyard. People of Kalavar vacated their homes, family by family, and moved to different places after receiving a “handful” amount as compensation.

During 1984-1991, MRPL had acquired 1700 acres of land in five villages’ viz. Bala, Thokuru, Kuthethur, Permude and Kalavar, displacing at least 609 families. At the time of this acquisition, the government and the company had assured the affected families of their entitlement to a package of amenities that included at least one house and one job for each family, potable water, schools and play grounds, in short, a new and better environment in which they could lead their lives in a peaceful manner. But unfortunately none of those assurances have been fulfilled so far.

With the help of Karnataka Industrial Areas Development Board, MRPL grabbed the fertile farmlands in three phases (third phase of expansion is currently in the process) from those people to expand the boundaries of its chemical kingdom.

Around 1800 acres of agricultural land in Kalavar and surrounding areas including the Bajpe - Permude road has been already taken up by MRPL only in the process of third phase of refinery expansion.

Initially, a few Kalavar farmers and land owners benefitted a little from the sale proceeds of their lands, but very lately they are realising that what they had been paid for their property was a “pittance”, given the enormous farm benefits reaped by the industrial giants...

This was the story of the people of Kalavar and neighbouring hamlets, except a single family, which opted to stay firmly in its farmland and struggle against the industrial giant, making way for a new story amidst the tragedy of the ideal village.

And hence begins the tragic story of the family of Gregory Patrao, an ordinary farmer, who demonstrated extraordinary courage, will-power and spirit of revolution in his struggle against the exploitation and tyranny of land acquisition forces (or occupation forces?), to protect his sacred farmland.

Gregory Patrao, a 49 year old farmer-cum-activist, who started his struggle against the acquisition of farm land from the beginning stage of MRPL’s so called “refinery expansion plan”, can be portrayed as a “nightmare” in the real sense of term for the evictors. Unlike Maoists, he never took arms into his hand to fight against the enemies of his farmland. Rather his fight to protect entity of his home and farmland amidst the ever growing industries was quite constitutional and through the legal process. He was the only challenger in the area to the big brotherly attitude of MRPL and KIADB, which violated the rights of people indifferently.

But, unfortunately, his struggle against industrial giant culminated in demolition of his home, which had a history of over three hundred years, by the authorities of KIADB on Wednesday, 28th April, 2010.

Immediately after the state High Court dismissed a long-pending case filed by Patrao in 1992 against the acquisition of his lands, the officials of KIADB accompanied by a police contingent, men and machines, arrived on the spot and razed the home disregarding the plea of the helpless family.

Police stormed into the house and pushed the dwellers out of the door mercilessly including 74 year old Mary Patrao, the mother of Gregory. Officials then ‘seized’ each and everything inside the home including 2 TV sets, 2 refrigerators, 8 fans, cup boards, about 15 quintals of rice, 50 kg cattle feed, 15 quintals of areca-nut and several agricultural equipment including a 1.5 HP pump-set. According to Mary Patrao, “officials even took their cattle feeding vessels and the chains used to tie dogs”! Immediately an earthmover was driven over the farm land of Gregory Patrao to demolish his home, and within a couple of hours the historical home became history.

Unlike any modern day farmer family, the life of Patraos in their home and farmland was not an insufficient life. They had never bought rice from shops as their paddy farms were always green. But after the demolition of their house, for the first time, they have been compelled to buy rice from shops as the stored rice was also taken by the officials along with other articles to some other place.

According to the family, the demolished house has an oral history of over three centuries as it is said that Goan missionaries were conducting holy mass in the house before the construction of Pejavar Church which is 332 years old.

Gregory, who is contesting for the Gram Panchayat polls (He was the vice president of recently dissolved Bala Gram Panchayat), says that the mobile phones of all political leaders who had staged a protest against SEZ and pledged to support him a few days ago, were switched off during the demolition of the house. He alleges that all of his belongings have been shifted to a building, which belongs to a goon and hence they have to buy everything for their day to day life.

He also said that he was yet to receive a copy of the High Court order and that the demolition team had arrived without serving him any advance notice.

And the worst thing about these trends is that there is nothing to stop them from continuing what they are doing. There are no laws to prevent the further destruction of forests and farmlands. There are no laws saying that you shall not turn your soil into dust, which we do with industrialisation. There is no law saying that you cannot go on polluting your rivers and destroying farmlands in the pretext of development!

And if we look at all the important indicators of what is happening to our soil, what is happening to our land, what is happening to our forests, what is happening to the pollution of our rivers and seas, what is happening to the cancer rate in view of our exposure to dangerous chemicals, we will find that each and every one of these trends leads to disaster.

To be frank, this is not only the story of a single family or a single village. This can be termed as a “current trend”! This is what is happening to our farmers, our society under the guise of “development”!

But, unfortunately, unlike the issue of Singur and Telangana, where the collective struggle of the people has now been metamorphosed into a movement, Patraos are the only family, whose undeterred struggle has been continuing even after the demolition of their house by KIADB.

Despite all these cruel facts and legal upheavals, Patraos did not lose faith in the system. They still opt to fight a legal battle against the land occupiers and they are even ready to move to the Supreme Court of India in this regard with documents and facts in hand.

The condition of the cattle - 7 cows, 2 buffaloes, 2 oxen, over 50 chicken, 4 dogs and 2 cats, over 3,500 areca-nut trees, over 250 coco-nut trees, vanilla, vegetables and paddy fields with standing crop, which can be portrayed as the mute witnesses to the ongoing atrocity and exploitation on a helpless family, is pitiable. Along with their cattle, the Patrao family is still staying at the same spot where the house existed earlier with the sky as the roof. “We can move to a hotel or elsewhere but our cows and oxen cannot be shifted to hotels or rooms, so we will stay here”, says Gregory.

Explaining the cruelty of the land occupiers Gregory says: “I had received a notice from the KIADB a month ago asking to vacate the house within five days. As the paddy in the fields was ready for harvest, I had written a letter seeking time up to June. Later, when the Mangalore AC Prabhulinga Kavalakatte had telephoned me asking to meet him, I had sought some time as I intended to contest the GP elections. But the KIADB officials all of a sudden have demolished our house and have taken all our belongings.”

Like most of the political phenomenon, even the practice of Nationalism is not a static one. It changes with the changing political equations of the political forces and assumes the expressions which are very diverse. As such the phenomenon of Nationalism has a long journey and various state policies in particular have used it for purposes which relate more to the power of the state ‘vis a vis’ its people, power of the state ‘vis a vis’ the neighboring countries among others.

In India there has been a certain change in the practices of the state which have transformed the meaning of Nationalism during last few years. Particularly with BJP, the Hindu Nationalist outfit gaining simple majority, it has unfolded the policies where one can discern the drastic change in the meaning and application of Nationalism in regard to its citizens, particularly those belonging to minority community, with regard to those who are liberal, and with those who stand with the concept of Human rights.

Our former Prime Minister of Dr. Manmohan Singh hit the nail on the head when he said that “Nationalism and the "Bharat Mata Ki Jai" slogan are being misused to construct a "militant and purely emotional" idea of India that excludes millions of residents and citizens. Former Prime Minister recently stated this in an apparent attack on the BJP.” The occasion was the release of a book, ‘Who is Bharat Mata’, edited by Purushottam Agarwal and Radhakrishna. This is a compilation of significant extracts from writings of Nehru, and important assessments of and contributions of Nehru by prominent personalities.

Dr. Singh went on to add "With an inimitable style…Nehru laid the foundation of the universities, academies and cultural institutions of Modern India. But for Nehru's leadership, independent India would not have become what it is today," This statement of Dr. Singh has great importance in contemporary times, as Nehru is being denigrated by Hindu nationalists for all the problems which India is facing today and attempts are on to undermine his role and glorifying Sardar Vallabh Bhai Patel. This is also significant as it gives us the glimpses of what Nationalism meant for Nehru.

As Singh’s statement captures the present nationalism being practiced by BJP and company, the Hindu nationalists, immediately shot back saying that Dr. Singh is supporting the anti India activities at JNU and Jamia and his party is supporting the anti India nationalists. They asked whether Singh likes the nationalism of the likes of Shashi Tharoor or Manishankar Ayer who are provoking the Shaheen Bagh protest rather than making the protestors quiet. Whether he likes the anti national protests which go on at JNU or Jamia? As per them there is no Nationalism in Congress. One more example being cited is the private visit of Shatrughan Sinha who talked to Pakistani President during his visit there recently!

Most of the arguments being used to oppose Dr. Singh are very superficial. What is being referred to; is not opposition to Indian nationalism and its central values which were the core of anti colonial struggles. While ‘Bharat Mata Ki Jai’ may not be acceptable to a section of population, even the book he was releasing has the title ‘Who is Bharat Mata’. What is being stated by Singh is the twist which slogan ‘Bharat Mata ki Jai’ has been used by Hindu nationalists to frighten the religious minorities.

Indian nation came into being on the values, which later were the foundation of Indian Constitution. Indian Constitution carefully picked up the terminology which was away from the concepts of Hindu or Muslim nationalism. That’s how the country came to be called as ‘India that is Bharat’. The freedom of expression which was the hallmark of freedom movement and it was given a pride of place in our Constitution. It respected the diversity and formulated rules where the nation was not based on particular culture, as Hindu nationalists will like us to believe, but cultural diversity was centrally recognized in the Constitution. In addition promoting good relations with neighbors and other countries of the World was also part of our principles.

JNU, Jamia and AMU are being demonized as most institutions so far regard the freedom of expression as a core part of Indian democracy. These institutions have been thriving on discussions and debates which have base in liberalism. Deliberately some slogans have been constructed to defame these institutions. While Constitution mandates good relations with neighbors, creation of ‘Anti Pakistan hysteria’ is the prime motive of many a channels and sections of other media, which are servile to the ideology of ruling Government. They also violate most of the norms of ethical journalism, where the criticism of the ruling party is an important factor to keep the ruling dispensation in toes.

A stifling atmosphere has been created during last six years. In this the Prime Minster can take a detour, land in Pakistan to have a cup of tea with Pakistan PM, but a Congress leader talking to Pakistani President is a sign of being anti National. Students taking out a march while reading the preamble of Indian Constitution are labeled as anti-national; and are stopped while those openly wielding guns near Jamia or Shaheen Bagh roam freely.

Nationalism should promote amity and love of the people; it should pave the way for growth and development. Currently the nationalism which is dominant and stalking the streets has weakened the very fraternity, which is one of the pillars of our democracy. Nehru did explain that Bharat Mata is not just our mountains, rivers and land but primarily the people who inhabit the land. Which nationalism to follow was settled during the freedom movement when Muslim nationalism and Hindu nationalism were rejected by the majority of people of India in favor of the Nationalism of Gandhi, Nehru, Patel and Maulana Azad, where minorities are equal citizens, deserving affirmative action. In today’s scenario the Hindu nationalists cannot accept any criticism of their policies.

India has tragically witnessed the phenomenon of lynching becoming dominant during last few years. It was particularly around the issue of Holy Cow-Beef, that lynchings became more prevalent and two communities had to face the brunt of it, Muslims and dalits. The IndiaSpend data showed the rise of the incidents from 2014 and that close to 90% of victims were Muslims or dalits. Some notorious cases of lynchings were the one of Akhlaq, Junaid, Alimuddin Ansari, the beatings of dalits in Una. At another level it is during this period that the noted social worker Swami Agnivesh was also subjected to humiliating beating in the public. The communal color in India by now is so strong that many events, even before the details are known, are looked at from the communal color and false social noises start even before real facts are known.

Nothing can exemplify this more than the tragic lynching of two sadhus and their driver in Gadchinal village, near Palghar, a city nearly 110 Kilomenters from Mumbai. As the news of this tragedy spread the BJP leaders immediately started blaming Muslim minority for the crime. Nalin Kohli in an Interview to a German Channel said so. Not to be left behind Sambit Patra, the BJP spokesperson launched a tirade  against the liberals-seculars for their silence on the issue. As the matter stands the truth comes out that those sadhus were travelling to Surat from Kandivli area of Mumbai. It is a period of lockdown and they did not have the permission so they were avoiding the highway travel and going through interior routes. On this route was a village Gadchinale, an Adivasi dominated village where this tragedy took place.

During the lockdown period due to Corona virus the economic and social deprivation of poor people is extreme. Many rumors are floating there. In this village the rumor doing rounds was that a gang of chid lifters is roaming in different guises. Thats what these Sadhus were taken to be. Since the victims were Hindus and culprits are deliberately presumed to be from the other community. One recalls that to trigger the Mumbai violence in 1992-93 the incidence of murder of two Mathadi workers (HIndus) and burning of Bane family (Hindu) in Jogeshwari area of Mumbai, both these were false, these incidents were used as the pretext for the attack on the minorities.

In this case not only BJP leaders, the RSS itself also  jumped into fray along with Sadhu Samaj. A vicious atmosphere started building up. 

As the incident took place, Palghar case dominated the usual media channels and large sections of social media. The Government of Maharashtra (Shiv Sena+NCP+Congress) stood on the solid ground of truthfulness and arrested nearly 100 culprits, none of them being a Muslim. Interestingly the local body of the village is controlled by BJP and the chief of this body Chitra Chowdhari is a BJP leader. While the Maharashtra Government is standing on the solid ground of the facts of the case, it has also given the warning that those spreading falsehoods will not be spared.

The cruelty of those taking law into their hands is shocking. During the last few years taking law into the hands of the mobs is becoming close to normal. The real reasons are many. One of this being the lack of proper punishment to those who indulge in such dastardly acts. Not only that many of them are in the good books of the ruling establishment and many of them are honored despite their despicable role in such incidents. One recalls that in case of Mohammad Ikhlaq lynching, one of the accused died in the police custoy due to incidentlal disease. Then Union Central Minister Mahesh Sharma landed up to drape his body in tricolor. In another such case of Alimuddin Ansari, when eight of the accused got bail, the Union Minister Jayant Sinha garlanded them. What message it sends down the line?

The other factors contributing to the rise in intensity of violence is the overall social frustration due to life generally becoming more difficult. The rule of BJP has also encouraged intolerance, where people with differing opinions are looked down upon and called anti- Hindu, Anti National etc. Swami Agnivesh who criticised the blind faith, the statements like ‘plastic surgery in ancient India, or divine nature of Barfani Baba in Amarnath was humiliated in public.

The core issue is the dominance of sectarian mindset promoted by the ruling party and its parent organization the RSS. They are waiting to jump at any event which can be given communal color or where the minorities can be demonized. Few news channels, who are playing the role of loud speakers of divisive politics are adding salt to the wounds. The degree of Hate spread in the society has further taken the aid of innumerable social media networks to spread the false hoods down to all the sections of society.

The need for law against lynching needs to be brought in. All those participating in such dastardly violence need to be punished. Before that the whole atmosphere of Hate mongering and feeling that those talking law into their hands can get away with it, needs to be countered strongly. While a prompt police action against such incidents is the need of the hour, those who have made spreading hate as their business need to realize that no country can progress without the feeling of fraternity. Demonizing weaker sections may give them higher TRP, but it is also undermining our path of peace and progress.

Respect for Indian Constitution and rule of law needs to be restored. The fact check mechanisms like AltNews need to be activated much more. And lastly one must applaud the steps taken by the Government of Maharashtra to ensure that justice is done and Hate spreading is  checked right in its tracks.

Forthcoming Census and RSS campaign

Currently massive protests are going on against NPR, NCR and CAA. At the same time we are going to begin the process of decadal census in 2021. Already RSS is active in promoting NPR, NCR and CAA. At the same time RSS wants that Adivasis should register themselves as Hindus rather than ticking the column of ‘Others’. As per their spokesperson in the 2011 census many Adivasis groups ticked that column because of which the population of Hindus came down to by 0.7 percent point to come down to 79.8 %. This has sent signals to this Hindu nationalist organization and is planning to ensures that Adivasis tick the column of Hindus in this census.

As such RSS has a very clever attitude in defining the term Hindu. The first formulation was by Savakakar who said that all those who regard the land east of Indus as their Holy land and Father land are Hindus. This left out Muslims and Christians, and brought all others in the ambit of Hindu fold. From the decade of 1980s due to electoral compulsions they have been trying to articulate that all those who are living in India are Hindus. Murli Manohar Joshi stated that Muslims are Ahmadiya Hindus and Christians are Christi Hindus. Recently there was a controversy when they restated that Sikhs are not a separate religion but are a sect of Hinduism. Many Sikh organizations stood up to say that Sikhism is a religion by itself and recalled the book of Kahan Singh Nabha, “Hum Hindu Nahin”

As far as Adivasis are concerned in contrast to what is being planned by Hindu nationalist RSS, many Adivasis groups have been meeting from last couple of years to demand just the contrary. As per them there should be a column where they can tick their identity of Adivasis.  There are active campaigns among Adivasis groups to uphold their Adivasi identity in Census. As per them in the first census which was conducted in Independent India, the column, Aborigines, was there, which was later removed forcing them to club themselves with other religions.

After 1951 in addition to Hindu, Muslim, Sikh, Christian, Jain and Buddha, the column ‘others’ was also there which was removed in 2011. Even during British period if you look at the censuses of the British era (from 1871 to 1931); there was provision for tribes to choose Aborigine as an option. There are nearly 83 religious practices being followed by Adivasis. Few major of these are Sarna, Gondi, Punem, Adi, and Koya. What they share in common is that they are animists, worship nature and spirit of ancestors; do not have priestly class or Holy Scriptures and Gods and Goddesses characteristic of the broad Hindu pantheon.

RSS as per its political agenda of Hindu Nation regards them as Vanvasi. They pontificate that they have been part of Hindu society who were driven away to forests to escape the forcible conversion being done by the Muslim invaders. This concoction is contrary to the interpretations based on the studies from population genetics. The Hindu nationalist argues that Aryans have been the original inhabitants of the country from where they spread to other parts of the World. The book by Tony Joseph, ‘Early Indians’ tells us that away from the race theory, we are all mixed up. The first inhabitants in our land were the ones who emigrated from South Asia over Sixty thousand years ago.

The Indo-Aryans came here nearly three thousand years ago and they pushed the aborigines to the forests and hills and that’s what constitutes the Adivasi community of India.

Hindu Nationalists like all the nationalists who construct their nationalism around their religion claim to be the most original inhabitants of the land, and their interpretations of past are molded according to that. RSS right from beginning has not been using the word Adivasi, it calls them Vanvasi. As per its agenda it wants them to be part of Hindu fold, despite Adivasis themselves saying that they are not Hindus, they have beliefs and practices which are far away from Hinduism in whatever form.

To enhance its political reach from the decades of 1980s in particular its work in Adivasis areas has been intensified. While ‘Vanvasis Kalyan Ashram’, part of RSS Combine which was formed much earlier, it was in the decades of 1980s that their work was jacked up by sending more Pracharaks in Adivasi areas. We see that in Gujarat, Dangs and nearby area, Swami Aseemanand, in MP, centered around Jhabua-the followers of Asaram Bapu and in Orissa Swami Laxmananad stationed them. They saw Christian missionaries working in the field of education and health as an obstacle to Hinduization of Adivasis. Their propaganda against Christian missionaries led to the ghastly murder of Pastor Graham Stains. It was this propaganda which led to anti Christian violence in various forms, the most horrific being the Kandhamal violence of 2008.

In order to culturally co-opt them into the fold of Hinduism they began series of religious congregations, Kumbhs. Shabri Kumbh in Dangs and many other Adivasis predominant areas created an atmosphere of fear, Adivasis were asked to be part of it, saffron flags were distributed and they were made to put it in their houses. Two religious icons were popularized in these areas, one was Shabri and other was Hanuman. To cap it all, Ekal Vidyalayas, started spreading RSS’s interpretation of history in these areas. The other angle of the whole thing is that Adivasis are living in the areas rich in minerals, which the BJP supporter Corporate World wants to take over.

World over aborigines have similar pattern. They are animists and what they practice is a culture as such. Many have converted to other religions out of their choice for sure, but finally in these matters what is important is the self perception. Hemant Soren the Chief Minister of Jharkhand pointed out that “Adivasis are not Hindus. ”Keeping that in mind; the column of Aborigines needs to find its place in our census forms.
